Philip knows his numbers

toyz

1   13   14   6*   6
2515118
37101661**
417181220

Philip has now reproduced the above arrangement of numbered blocks something like 5 times in the past week or two.

I keep resetting it to the correct arrangement

1   2   4   8   16
13714918
17151136
1251020†19††

to no avail.

<td>††</td><td>yeah I know 19 isn't quite right here, but it's the only remaining block, so bite me.</td></tr>
*upside-down 9
**upside-down 19
hey, it works

I know I'm bad at math, but his arrangement makes more sense to me (i.e. not much) than yours does...

put the rows one after another (i.e., 1,2,4,8,16,13,7,14,9,18,17,...)

and here I was thinking the first five in the sequence gave everything away

Is that supposed to be more clear? I'd already looked at them in that sequence.

The first five seem to have a certain logic amongst themselves, but I can't see any in the context of the others.
